Our FOI request of August 8, 2008 projects the appearance of an extensive and broad request due to the number of public officials, committees,
commissions, agencies and department members and employees required to provide the information requested under the aforementioned (8/08//08) letter.
It is the responsibility of each individual to whom our FOI letter was addressed to provide the requested documents from November 22, 2005 to present (a period of approximately 2 ½ years) as stated
in our FOI letter.
This is in connection with trash management, trash hauling, trash disposal, public works, health and safety for the City of Norwalk, including, City Carting Recycling, Inc. and Connecticut Resources
Recovery Authority (CRRA) and including, Meadow Street Transfer Station Facility and Crescent Street Transfer Station Facility.
Specifically, we are requesting all sent and received information, including, communications, letters, hand written/typed notes, transcripts, e-mails, memos, text messages, and any other type of information/
communications, recordings, by manual, electronic and/or any other means”
The requested documents should be easily accessible to everyone involved since these documents should be considered current documents.
For expediency, we can further clarify the meaning of our request relating to anything that has the words,
“City Carting Recycling, Inc.”, “City Carting“, “Connecticut Resources Recovery Authority (CRRA)”, “Connecticut Resources Recovery Authority“, “Connecticut Resources Recovery”,
“Connecticut Resources“, “CT Resources“, “CRRA“, “Meadow Street Transfer Station Facility“, “Meadow Street Transfer Station“. “Meadow Street“, “Meadow Gardens“,
“Crescent Street Transfer Station Facility“, “Crescent Street Transfer Station”, “Crescent Street“.
And each of the above words directly connected to,
“any topic in particular or in general” and/or to trash and/or garbage management, trash and/or garbage hauling, trash and/or garbage disposal, trash and/or garbage public works, trash
and/or garbage health, trash and/or garbage safe and/or safety.
Each elected official, appointed official, department/agency head/director, committee/ commission chairperson should be able to access their own documents within a relatively short period of time, to
make copies and have all of their copies mailed to us. From this point, we can review the documentation and, if need be, we will notify any elected official, appointed official, head/director/chairperson
should we require any additional information.
If on the other hand, you have devised another method for gathering, reviewing and delivering the required documentation using the office of the Corporation Counsel or any other city department as a
clearing house for all documents before performing immediate delivery you'd be doing nothing less or more than delaying a process that would otherwise should be fairly simple and expeditious.
Time is of the essence, and your time is being wasted by the number of letters being sent by you discussing the time and volume of our request.
Sincerely,
Robert (Bobby) Burgess, Chairman

THE FUTURE OF THE NORWALK MUSEUM IS IN JEOPARDY. ADMINISTRATION'S LACK OF INTEREST. LACK OF VOLUNTEER. NO HELP.
NORWALK HISTORICAL SOCIETY MEETING
WORTH NOTING. January 23, 2008. Ms. (Gail) Wall (Commissioner) distributed the Norwalk Historical Commission written report and said that she also had
the Friend’s report. Chair Mr. Peter Bondi, Norwalk Historical Commission said that he would not accept the Friend’s report because that was not on the
agenda. He said that they had not been at the Museum in weeks. Ms. Wall

said that the Commissioners should see the report. Mr. Bondi Chair replied that the Friends were not present and it was not on the agenda
Ms. Wall said that the Friends submitted their report through her. Ms. Wall asked Mr. Bondi if he was willing to hear the report. He said that he was not. Ms. Wall told Mr. Bondi that he was showing a
conflict of interest between the Curator and the Friends and his personal relationship with the Curator. Mr. Bondi told Ms. Wall that she was out of order and that next she would be out of the
room.
WE ARE LOSING OUR HISTORY
August 18, 2008. At a meeting of the Democratic Town Committee. Tod Bryant, President - Norwalk Preservation Trust (NPT) was speaker for this meeting. Mr. Bryant addressed the topic of legal action brought by
the State of Connecticut and NPT to protect the Grumman-St. John House at 93 East Avenue. Mr. Bryant spoke at length in connection with this issue.
Mr. Bryant explained that the NPT has never opposed the expansion of the Norwalk Inn, but they do oppose the demolition of the Grumman-St. John House. That historic home is listed in the National Register of
Historic Places so it is protected from “unreasonable destruction” by the Connecticut Environmental Protection Act. Connecticut State Attorney General Richard Blumenthal and the NPT have sued the Norwalk Inn
under this Act. (The owner of the Norwalk Inn on East Avenue is a long time close friend of Mayor Moccia). In February, a Superior Court Judge ruled that there were alternatives to the demolition of the building and
stopped demolition with a temporary injunction.
Further, Mr. Bryant mentioned the filing of two motions by the Attorney General. These motions were made because of the current condition and unusually rapid deterioration of 93 East Avenue. One motion is for
Contempt of Court since the building has not been maintained in the same condition that it was in when the legal action started in December of 2006. The second motion asks for restorative acts to return the building
to the condition that it was in when the suit started.
Mr. Bryant made a visual presentation of numerous pictures of the Grumman-St. John House showing its current condition. These images included: collapsing porches, structural damage, open or broken windows
and many other factors that clearly indicate neglect and total disregard for properties of value that represent the history Norwalk. The history that hardworking citizens of Norwalk, like the members of the Norwalk
Historical Society have kept alive through today and continue to focus on the research, preservation, and promotion of interest in the history of Norwalk.
This valuable history is rapidly being allowed to disappear due to the neglectful and uncaring attitude of the Moccia Administration.
ANOTHER MEADOW STREET TRANSFER STATION FIGHT ON OUR HANDS
MEADOW STREET TRANSFER STATION FIGHT could resurface faster than we can say, "Enough is enough". This facility can handle 500 tons of trash and anyone who pays the price is allowed to
dump trash at the facility. It could start sooner that you think. Is there light at the end of the tunnel? The answer is NOT RIGHT NOW.
Democratic District ~B~, Harbor View Association, Village Creek, Wilson Point, Meadow Gardens, Norwalk Neighborhoods for Open Government -a coalition of residents-, Shorefront Park and
residents of South Norwalk, GET READY FOR ANOTHER FIGHT. EPA has to step in and stop any waste going to MEADOW STREET TRANSFER STATION. Stay tuned.
CRESCENT STREET TRANSFER STATION FACILITY
Only 2 weeks to the day after Mayor Moccia signed a contract with City Carting, it has been reported that the Crescent Street Transfer Station facility is having problems with traffic, possible environmental
problems. Many complex issues and unanswered questions.
ONGOING FIGHT PICKS UP MOMENTUM
Gault’s Westport facility is closing. Sam Gault have addressed the reasons for the company’s move out of Westport and into Norwalk, stating that the storage facility needed room to expand and that a
change of location would provide the space to expand the goals of bio-fuel. Relocate where? You guessed it. South

Norwalk around Ely Avenue and affecting communities in South Norwalk, Wilson Point, Rowayton, and VillageCreek, not to mention the Long Island Sound.
The communities are "up in arms" about the relocation of storage facilities called "Petroleum Tank Farms" This means ground contamination, pollution and
seepage into adjacent soil and the Sound. City Hall hearing on this issue August 20, 2008.
Mayor (Moccia) Has Not Offered Responsive Leadership
In the July 26 (2009) John Reilly's Hour column, Mayor Moccia was quoted as saying; "a bankrupt party held in a bankrupt facility", referring to the Silver Star Diner.
The Silver Star Diner has been a place which plays no favorites, always allowing candidates from all parties to display their campaign signs. Mayor Moccia has
consistently asked for support from the Silver Star Diner over the years, as evidenced by the many signs placed there during election times. Is this how a Norwalk
family-owned business, handed down from a previous generation is treated? Without respect, without dignity, without compassion, and especially during these hard
economic times? A mayor who truly cares about the private and business community does not kick a citizen or local business owner during these hard economic times.
This is a slap in the face to everyone in the community.
The Mayor has to reach out to lend a helping hand, or even show some compassion. Not by making insensitive comments publicly, proving to us that he really only cares
about himself. According to Mayor Moccia, he has provided 'responsible leadership' and is now the 'people's choice'. He has not offered responsive leadership, and
how could he possibly be the 'people's choice' when he treats us and the people of Norwalk with such disregard.
